Intermediate evaluation of UNESCO Horizons program in Peru


The programme Secondary Rural Education in the regions of Amazonas, Ayacucho, Cusco and Piura in Peru aimed to support rural youth in completing their basic education by helping them develop life plans based on socio-emotional skills and productive training. It enhanced their integration into their communities and improved their employability.
The evaluation used a mixed-methods design with a comprehensive document review, 38 semi-structured interviews with key informants, Focus Group Discussions with teachers and school administrators and life stories involving 61 participants. Two surveys were conducted with teachers, administrators, and students.
The recommendations from the midterm evaluation played a key role in enhancing the program’s effectiveness and guiding its improvements moving forward.
