Intermediate evaluation of the “Economic, social, cultural and environmental Rights” Project in Mexico and Central America
The project, «Contributing to the Realization and Guarantee of Economic, Social, Cultural, and Environmental Rights,» aimed to support the most vulnerable and excluded groups in Central America and Mexico to exercise their economic, social, cultural, and environmental rights (ESCER) without discrimination. This objective was pursued by ensuring the availability of protection mechanisms, legal frameworks, and tools related to these rights, such as access to health, education, labour rights, and human mobility.
The intermediate evaluation sought to assess the effectiveness of the Special Rapporteurship on Economic, Social, Cultural, and Environmental Rights (REDESCA) during the first two years of project implementation. Specifically, it focused on how well REDESCA established and promoted standards and best practices regarding ESCER across participating countries, using a formative evaluation approach. To achieve this, a comprehensive documentary analysis was conducted, complemented by semi-structured interviews with representatives from various stakeholder groups and key informants. Additionally, virtual focus groups were organized, categorized by themes and the profiles of the participating institutions and individuals.
This evaluation enabled to identify limitations related to the project design, outcome measurement, or the participation of stakeholders, which were able to improve thanks to the recommendations presented in the final report.
